The partnership began in 1989, with the signing of an agreement between the Republic of Georgia and Emory University in the spring. University Secretary Thomas Bertrand, acting on behalf of President Laney of Emory University, had visited the Republic of Georgia (as it was then called) during Tbilisi State University's 70th Anniversary celebration in October, 1988. The program between Emory and Georgia had three principal aims:
To build a lasting bridge between the two academic communities, and to make a long term impact on the quality of education, science and health in the Republic of Georgia.
To provide opportunities leading to graduates at Emory for talented young Georgians.
To create opportunities for graduate students and faculty from Emory to incorporate the culture and history of Georgia into their own scholarly fields of reference by building bonds with individuals in Georgia.
A history of the relationship between Emory and Georgia has been written by Thomas Bertrand, who is now president of Brevard College .
As part of this partnership between Emory and Georgia, Dean Jeffrey Houpt of the Emory School of Medicine began the Atlanta-Tbilisi Partnership in 1992. He was approached by the American International Health Alliance (AIHA) of Washington, DC, a non-governmental organization formed to improve the health care in the republics of the former Soviet Union by establishing partnerships between US institutions and institutions in the republics. AIHA had been established by the National Association of Public Hospitals and other organizations. AIHA established twenty-one partnerships initially, funded by the US Agency for International Development. The initial group included Emory, Grady Hospital and Morehouse School of Medicine. Georgia State University and Georgia Institute of Technology joined the group within a short time.
The Partnership has three goals:
To share information and human expertise between Georgia and the United States, supporting the goals of improving the lives of people, encouraging scholarly activities and strengthening democracy
To leverage modern information technology to place the wealth of existing purposeful human knowledge and expertise at the disposal of peoples of the world, and assist them in using it in ways appropriate to their cultures
To use this experience to develop templates that can be applied throughout the world
